Well, they might be humans sent to police the furries, i.e. men and women who are not afraid of fangs and claws and lovely nosetips and soft ears and cuddly fur an and playful tails...
In case there is such a police force, I'll volunteer.
I am sure their job is to prevent furries to be lonely and, by associating with them, to show the more anxious humans that the furred folk are nice people.
